House of Representatives Economics Committee recommends Bills be passed
The Advisory report of the House of Reps Standing Committee on Economics on a package of 7 Clean Energy Bills was tabled in the House of Reps on Wed 10.10.2012. The Committee recommended that Parliament pass the Bills that amend the Clean Energy Act 2011 and associated acts to allow Australia’s carbon pricing mechanism to be linked with international emissions trading schemes from 2015. To make possible the link with the EU ETS, the floor price for carbon units will be removed. The Committee’s report includes a dissenting report by the Coalition members of the Committee which recommended the Bills not be passed.
The Bills in question are: the Clean Energy Amendment (International Emissions Trading and Other Measures) Bill 2012, Clean Energy (Charges Excise) Amendment Bill 2012, Clean Energy (Charges Customs) Amendment Bill 2012, Excise Tariff Amendment (Per-tonne Carbon Price Equivalent) Bill 2012, Ozone Protection and Synthetic Greenhouse Gas (Import Levy) Amendment (Per-tonne Carbon Price Equivalent) Bill 2012, Ozone Protection and Synthetic Greenhouse Gas (Manufacture Levy) Amendment (Per-tonne Carbon Price Equivalent) Bill 2012 and Clean Energy (Unit Issue Charge Auctions) Amendment Bill 2012.

Bills pass House of Representatives
A package of 7 Bills proposing to, among other things, link Australia’s carbon pricing mechanism to overseas emissions trading schemes from 1 July 2015, and to remove the price floor for carbon units by removing the surrender charge on eligible international emissions units and the requirement for a minimum auction reserve price, was passed by the House of Reps on Thur 11.10.2012, by a 71:68 vote.
One of the Bills, the Clean Energy Amendment (International Emissions Trading and Other Measures) Bill 2012, was amended concerning interim emissions numbers.
The Bills now move to the Senate.
